Kwangjin Kim is a Partner at Joowon LLC. He graduated from the School of Law at Seoul National University and the Korea University School of Law (J.D.), and previously served as a Military Prosecutor, Chief Legal Officer at the Defense Finance and Accounting Service of the Republic of Korea, and an attorney at KCL.

Attorney Kim is one of only nine attorneys officially certified by the Korean Bar Association as a specialist in National Contract Law. He focuses his practice on public procurement and government contracts, representing national and local governments, state-owned enterprises, and private corporations in administrative and civil disputes arising in Korea’s public procurement market, which exceeds KRW 225 trillion annually. He provides both litigation and advisory services in government contract and procurement-related matters.

Attorney Kim has served as a lecturer on National Contract Law, Local Contract Law, and government contracting practices for numerous public institutions, including the Seoul Metropolitan Government, multiple Metropolitan and Provincial Offices of Education, the Defense Finance and Accounting Service, the Korea Institute of Energy Technology Evaluation and Planning, and the Gyeonggi-do Self-Sufficiency Support Center. He has also advised or represented major government agencies and public institutions such as the Financial Services Commission, the Financial Supervisory Service, KOFICE, Gyeonggi Center for Creative Economy & Innovation, Busan Port Authority, and Korea Expressway Corporation.

As an attorney specializing in government and corporate legal affairs, Attorney Kim also advises on trust, construction, real estate, administrative, and corporate control disputes.

In addition, drawing on his experience as a military prosecutor handling investigations, searches and seizures, arrests, detentions, and criminal indictments, Attorney Kim represents clients in police investigations, criminal trials, and various white-collar criminal matters.
